Hun Manet Emphasizes Public Servants’ Role as People’s Servants, Not Masters

Phnom Penh, June 11, 2024: On the morning of June 10, 2024, Prime Minister Hun Manet led the closing ceremony of the 2023 training session and initiated the 2024 training course at the Royal School of Administration.

During the ceremony, the Prime Minister congratulated all graduates for their diligent study and achievements, which he attributed to the collective effort of the educational board, management, faculty, and the supportive families of the students.

Hun Manet highlighted the crucial role of skilled human resources in development, noting that effective and productive work relies on individuals with both hard and soft skills, committed to high professional standards.

He underscored the importance of human resources in building a modern, robust Cambodian society under a market economy framework, where economic development is guided by market principles that benefit all societal levels. This approach, he noted, is intended to empower Cambodians to fully engage in and benefit from national socio-economic activities, ensuring equitable development.

The Prime Minister referred to the "Pentagon Strategy - Phase 1" introduced by the Royal Government of the 7th legislature of the National Assembly, aimed at enhancing public service to support governance modernization towards efficient, intelligent, and transparent public administration.

He outlined two critical factors for the strategy's success: effective mechanisms and systems, and competent human resources.

Furthermore, Hun Manet encouraged the newly trained officials to apply their learned skills practically to contribute significantly at both ministry and sub-national levels, aiming to further national and community benefits. He stressed that government officials should view themselves as servants to the public, not as their superiors, reminding them that they, too, are part of the community they serve.

In closing, the Prime Minister expressed his appreciation for the ongoing commitment and professionalism of the Royal School of Administration’s leadership, faculty, and students, which have collectively contributed to the institution’s sustained success.
